Movie Produced without Costumes

In the movie, "The Flintstones," (use a current film for which costumes were crucial) what if the costume designer decided that the actors were all that really mattered. After all who ever sees a movie advertisement highlighting: "Costume Designer, Stephanie King?? But what if Stephanie failed to do her job? What if Fred, Wilma and Barney all wore modern t-shirts and blue jeans? The effect of the movie would be ruined. Could this be why church is often so ineffective, so weak?
